Mervyns retained the Best of Milpitas in this category, after being edged earlier by Off Fifth, the Saks outlet store. Loehmann’s, Ross, Savers, Burlington Coat Factory, Forever 21, Wal-Mart, Kohl’s, Van Heusen and ANLU Enterprises, a small clothing store off Main Street that specializes in fashions and goods from the Philippines, won the Honor Awards.
